We have amenity=fast_food, amenity=cafe amenity=restaurant so amenity=ice_cream is correct. I think 'fast food' implies something cooked - otherwise a candy/sweet shop would be classified as fast food ! Continuing the logic, a 'sweet shop' should be classified as an amenity too: amenity=sweet_shop (or amenity=sweets / amenity=snacks).
