To clarify, I suggest to change image on http://wiki.openstreetmap.org/wiki/Tag:amenity%3Dice_cream to this one: https://commons.wikimedia.org/wiki/File:Ice-cream_shop_-_Florida.jpg. Current image looks more like amenity=cafe (you can see sth to drink in the background and place to rest).
I don't think just because you can get something do drink makes it a cafe. If you google for ice cream parlour or Eisdiele etc. you will see that many places also sell some coffee.
