Yes, I agree "indoor" is too restrictive. Just now I have a conversation with an Italian user about footways/hiking paths built over historic (but still functional) water channels. In an abstract sense this is a two-level man made building so using level would make some sense for it. Something like buildling=multilevel_way would be usable for this case and also many multilevel hignways and railways.
