+1, good point, I've also encountered many times situations with several fences 
types or wall/fence combinations that are stacked one above the other, also 
retaining walls with a fence on top are not rare. How do we map this? 
Overlapping ways with layer tags? A relation?
Another not uncommon situation consists of hedges with a fence in the middle.
