This is a misunderstanding. lane should not be mapped as a separate
way. Meaning of "bicycle=use_sidepath should be used only for cases
with separate highway=cycleway" is that bicycle=use_sidepath
should not be used in this situation, not that lane should be mapped as
separate highway=cycleway.

Yes, that is how I map (including time-consuming merges of falsely
separated ways).
