I am aware of this, but I don't consider it important in this case. The same 
holds true for any tag, e.g. on highways the tags oneway, surface, bicycle, 
snow_mobile, width, maxheight, lanes, maxspeed, bus, taxi, emergency, access, 
foot, footway, bridge, tunnel etc.
Should we add all those tags to make explicitly clear they weren't forgotten to 
look at (e.g. lanes=2, tunnel=no, bridge=no, surface=asphalt, oneway=no, 
access=yes, footway=both, maxheight=none, taxi=yes....)?
