IMHO in your case, all names (official and not) are perfect fits for the "name" tag. If you wanted to trace their "officiality" you could add the legal basis as a second tag (e.g. source=law xy from 2016/04/01). This way future verifications would be easier (if you already have the details of the voting at hand). Cheers, Martin
