I'd consider 'rubber' as a generic term for a group of elastic materials. If you want to distinguish if that is natural, or silicone, or caoutchouc, or butadiene rubber, feel free to propose a sub-tag.

For the playground user, the only difference would be if it is a compact elastic surface, or loose rubber chips/crumbles the offspring falls onto.

Similarly, I would not want to analyse which minerals are ground into the 
filling of the sandpit.
