I'd go with function. If sth. is tagged public_transport=platform then within the scope of public transport this sth. /functions/ as a platform.
It does not make sense to view this as a structure or "structure only" tag, since it is not very specific about the physical realization. I.e. material, shape, usage, condition vary greatly, while the function of all realizations is a common denominator of all. Sticking to this makes it easy to use it in combination with tags that predominantly seek to describe physical properties (e.g. surface or similar) and its also easier to understand that this function may be shared with other functions (e.g. sidewalk). Imho there is no concrete (read specific) realization associated with the terms platform or sidewalk. There is an expectation that sth. physical exists that may be used to stand, walk or wait on, but in general there is no surface (concrete, grass, carpet, paving stones, etc.) or dimension attributes commonly associated when the terms are used. Let's lend a picture from another subject: Talking about fruits, .. once the term is an abstraction for some instances (apples, bananas, etc.), then someone announcing to give away a fruit won't let the receiver(s) associate to a specific one (with confidence) until it is seen, smelt, felt or tasted. Same with a platform - unless a photo, description or survey reveals key physical features, there is quite some room for speculation wrt physical instances.
