Eh? No it's not. It's a building containing all manner of equipment for routing 
telephone calls in a town or other district and also,in former times, rows of 
women operating manual switchboards to connect callers. Central office is not a 
term I'd associate with telephone services: it sounds like a word for the 
headquarters of a company, political party, or other organization.
