The cluttering is real : a power tower can also be used as a communication tower and we can't tag it. tower:type is too restrictive also. support:function was discouraged in a refinement proposal in 2015 https://wiki.openstreetmap.org/wiki/Talk:Proposed_features/Power_supports_refinement#support:function Since IEC define both suspension and anchor clamping, we can use clamp=* http://www.electropedia.org/iev/iev.nsf/display?openform&ievref=466-11-09 http://www.electropedia.org/iev/iev.nsf/display?openform&ievref=466-11-10 clamp=* would be available for power tower, power poles, power portals, telecom poles, or any functional support and even washing lines.
