The definition of a primary tag here is a tag that gives a feature a 
meaning by itself.  If you have a node or way with the only tag 
being 'ref=42' for example that is meaningless and therefore 'ref=*' is 
not a primary tag.

But you don't actually need this distinction for the rules i sketched - 
you could also simply say:

* inventing new tag *combinations* is fine as long as the individual 
tags are used in a sense that matches their pre-existing use.
