an officially sanctioned landuse.
To me, `landcover=open_defecation` implies that the whole area is
covered in feces, with no gaps. And I'm pretty sure there's very few
areas that bad (right?). To me, `landuse` is how the land is *used*,
regardless if it's "official" or not, and hence it's better.
