I'm actually quite surprised this didn't exist. In France there are also some lakes with holiday camps around where it's clearly stated if swimming is allowed or not. I wonder whether it would be worth adding a swimming=* access tag to the wiki and the list under "Water-based transportation" section of the page for access=* (alongside boat=*/canoe=*)?
