The tagging is very inconsistent in that matter. I don't think that it was ever discussed anywhere. It just happened. But these oddities are not a purely German matter. There are quite a few cities around the globe with a special status, e.g. Algiers, Moscow, Vienne, Havanna. So I'd be in favour of a globally applicable place=* tagging.
