AFAIK no, I tried to do this and failed.
I also asked others and noone was aware
about reliable way to do this.
That is why I used this tag in my city
(I needed it for listing of roads that are
missing contraflow for cyclists,
obviously dual carriageways need to
be excluded in such listing).
