I've been using tourism=motel for these, if there are no other features that would tip them into leisure=resort.
At least In the rural USA, there's a continuum between motels that have an array of rentable rooms in one or two buildings and those where each room is an individual cabin, or sometimes half of a duplex cabin. It's common to see motels offering both styles of accommodation.
