You are using "zone" and that confuses me, because in the US zone is like zoning.
Are we talking about landuse, or regulations for what land can be used
for?
I think it's reasonable to draw landuse=retail if
it's actually true
it's named and the boundary is more or less the property lines that go
with that name
or
the retail polygon is in some sense maximal in that there are
generally not adjacent retail areas that could be merged in
I draw such polygons fairly often, but I'm doing it for areas I'm
familiar with and manually, not as a semi-automated edit. And they
line up with parcels, or they cut off parts of them on purpose when I
can see "retail use" on one part, and "conservation use" on wetlands in
the back.
