Maybe, but only if there's some tag to clarify that the shop=charity only accepts items as opposed to selling them. Apparently we avoided overloading some other similar tags in that manner: for example, "cash for gold" shops are often tagged shop=collector or shop=gold_buyer rather than shop=pawnbroker.
