That does seem to capture it when used on roads. I see it's mostly used for private roads. Is this tag use undisputed if used with national/state/county/municipal? E.g. do people object to it being redudant?

If I understand you correctly, you're looking to tag the ownership of a
road, not the road "network" it belongs to, correct?

In this case, use ownership=*:

This indicates what type of organization owns land, facility, etc.

Ownership key can be one of:

* national (nation state)
* state (as in USA) or province (e.g. län in Sweden) or territory
* county
* municipal
…
