I think that's a question for the Norwegian OSM community. Over here in Germany, we don't have a clear mapping of the highway value to the ownership of the roads (except for highway=motorway), so adding information like ownership=state would be beneficial. But instead, we're moving to using the network-key like network=DE:<type>. But for different reasons, which is why you can't really compare these 2 scenarios. I think, the Norwegian community should decide which approach they want to use and whether tagging ownership=* on a road where the ownership could be determined by the highway=* tag is meaningful or not. If nothing else, it could be used for double-checking, whether the highway-class and the ownership are matching.
