Well that did it, alright. Thanks so much for your help. I did see the line that says "It is currently built on top of the Lang component from Jakarta Commons." To be honest, it didn't click with me that that meant I needed to download the Commons component in order to be able to run the string taglib. Perhaps something like "It is currently built on top of the Lang component from Jakarta Commons. You'll need to install the current commons jar file to enable this taglib. Download it here."
