Open standard.jar that came with JSTL1.1.2 zip, browse to the META-INF folder and open c.tld. In there near the top you'll see a tag <uri>http://java.sun.com/jsp/jstl/core</uri> that's the URI to use in your JSP pages - <%@ taglib uri="http://java.sun.com/jsp/jstl/core"; prefix="c" %> What Servlet spec are you working against...? 2.3 or 2.4...?
