Just a guess: Drive is not intended to store binary data but to store
documents and alike, so it would be some sort of abuse.
The storage API is serving exactly Tahoe's needs: storing binary "objects".
Tahoe, understanding itself as a serious storage product, probably does
not want to support the exploitation of free services.
