#85: cvsps bootstrap begins in the middle

When trying to do a bootstrap from cvsps source to svn target, we start
replaying at revision 1194. If I unpull [1289] we start at revision 47. If
I unpull [1285] we start at 1. Not sure exactly what is going on here.
