The only thing I may imagine is that the "fixes" applied in
http://progetti.arstecnica.it/tailor/changeset/1285 and
http://progetti.arstecnica.it/tailor/changeset/1289 weren't right enough :-|

I'd try to emit some self.logger.debug() noise from within the
already_applied() function aound line 490 of cvsps.py to understand the
issue.

you may try unpulling these two patches, these are the ones Lele
mentioned in the links:

after that the bootstrap worked for me. (well, to be more precise it
produced a lot more patches... i didn't investigate deeper)

btw, Tailor is a great help against boneheads still using cvs. i have
about 10 repo mirrors locally that greatly help managing my changes...
