as I said on #6595:

Tails has been allowing cookies by default for a while (treating it
all as session ones, though). Also, Torbutton allows to protect
individual cookies (when it's not broken: #6464), covering some of the
corner cases.

So, I wonder why we are still shipping the Cookie Monster extension.
Does anyone know of valid usecases that it helps supporting? Of any
real-world usage of this extension? (I don't.)

If we can't find any, then I propose we drop this extension to make
our design simpler, closer to the TBB's, and to avoid potential future
issues when upgrading the browser.
