Indeed, you're entirely right in principle. In practice, in the recent
past, quite often we've not skipped it.

For 1.1.1, I expect we'll have/want to merge quite a few regression
fixes. Some might be invasive. I think it's safer to schedule time for
a RC, and then decide (around August 5) to skip it if things
look safe.

Fair enough?
