This was from a while ago but the person who responded gave some stupid copout 
answer, in fact you can edit tors configuration safely, you must login as 
admin, open root console, type gedit /etc/tor, open the torrc file and you can 
edit it there. This is session only, if you want it to persist you must gedit 
your persistence.conf file in your live/tailsdata_unlocked directory 
("nautilus" in root console, navigate to it, right click, gedit). Add the 
folder /etc/tor, restart, then make your edit to the torrc file.
