I tend to agree with you. I have a 16 GB stick and I do not remember when I 
first created the Tails stick that it asked me how much room I want to allocate 
to the system parition. I would have made it larger than the default size. It 
does seem a little short-sighted, but things like that slip through on a large 
project (or perhaps for some reason they want everybody to have the same size 
partition size?).

Anyways,don't let the 'Need to do a Manual Install' lead you astray like it did 
me. You can use Tails installer and an intermediate stick to upgrade and you 
will not lose any of your persistent volume. That worked for me.

I have grumbled before about how upgrades often don't work. This time I
am gone.

It tells me I don't have enough room on the device I am trying to
update. That is not genuine. It is a 32g usb key.

I support the project financially and will continue to do that unless
this is not addressed.
