Hi there, The version of electrum which ships with TAILS at the moment does not allow for offline signing. This makes using TAILS for offline bitcoin storage (cold wallet) unworkable.
After speaking with the electrum folks on IRC, they suggested that you consider taking the jessie backport of electrum for the next tails release. Thanks, Mark
