Tails 2.11 installs the electrum packages from Debian Testing/Stretch, at version 2.7.9-1, which is higher than what is found in Jessie backports (2.6.4-1~bpo8+1). This is the highest version of electrum available in Debian. Since Debian Stretch currently is in freeze I believe it is highly unlikely this will change until it is released (ETA early this summer).
