the Victorians have put up some specific guidelines http://wiki.openstreetmap.org/wiki/WikiProject_Victoria,_Australia#City_and_town_marking which are different from what we have been discussing here and not supported by external evidence - by this I mean that its not referenced to any Australian definitions of town city and village, not that there is nil evidence. Janet provided this reference http://en.wikipedia.org/wiki/List_of_cities_in_Australia which certainly contains more cities than the WikiProject_Victoria list. The population based listing favoured by the composer(s) of the WikiProject_Victoria list does not appear to feature on the Wikipedia list at all, so if there is support for population based city-town-village status, can somebody lead us to some resource which defines this for us?
