Matt, I've just tried out freshly dowloaded versions of your NSW and VIC maps (dec 09)
The VIC map loads just fine and looks great but like the NSW one it is unroutable on the Nuvi 260. Also like the NSW ones, I can search for POIs but not for street names. Nick
