Actually there was no state place tag for Queensland, I've added one since, and 
the tiles will update sooner or later.

I also moved the ACT tag, it was going over the top of Canberra, also Canberra 
was being hidden by Queenbyean so I updated the mapnik style sheet to prefer 
capitals over regular cities at lower zoom levels.

There will probably be a lot of tweaks just to make things display properly for 
Australia even before changing the way roads look.
