Not sure. My general thoughts, though, are: 1) Obviously, use what's already documented/in use where possible - e.g. atm=yes is established, so use it instead of amenity:atm=yes 2) If it can only reasonably be interpreted as an amenity, I don't think you need to use an "amenity:" prefix - it's redundant, right? Is there any consensus on how to tag when you want to tag X=Y + X=Z? Is using X:Y=yes + X:Z=yes best-practice, or just Y=yes + Z=yes? Maybe this is worth starting a new thread on... 3) Regardless though, as I said, make sure "it's documented and the tags are explicit in their meaning" - then you can't go wrong Sorry I don't have time right now to do a bunch of wiki searching to give you more specific answers.
