Not always true. For example, from the Plan of Management for Kanangra Boyd National Park "Existing walking tracks on the Kanangra Tops within the wilderness (as indicated on the map on the central pages of this plan) will be retained and managed to minimise impacts on natural values." These tracks would certainly be expected to be mapped.
