This is a common problem with road naming in Victoria. That is,
multiple names are assigned to the one section of road. Often it is
VicRoads declaring an administrative arterial road name, declared
under the Road Management Act 2004 (RMA), where there already exists a
different local name, usually within towns/hamlets. Kerang - Lalbert
Road however is not a VicRoads arterial road but is a council
municipal road. Councils are also prone to giving multiple names to
roads as is the case here.  This is demonstrated on the VICNAMES
website where both Smith Street and Kerang - Lalbert Road can be
searched for the same section of road within the hamlet of Lalbert.

For simplicity I believe only one name is required for any section of
road. If a road, for example from one town to another requires an
administrative tag, then the existing route numbers M, A, B, C could
perhaps be used. These route numbers generally very closely represent
the VicRoads freeway and arterial classified road network. See

Councils are required to maintain a 'Register of Public Roads' under
the RMA where both Smith Street and Kerang - Lalbert Road could be
listed, by the Gannawarra Shire in this case, for the separate
sections of this municipal road. Unfortunately Gannawarra Shire do not
make their register available on their website.
I suspect the elimination of multiple road names should be addressed
by the legislation under which VICNAMES operates.

 had never driven there herself, we looked up the map. However, Smith

 not appear, instead tagged as the Lalbert Kerang Rd, as here:

 For the locals and for street numbers, it is Smith St, at least from
the Swan 
 Hill - Donald road to the rail tracks. How can I tag to reflect this,
leaving 
 the Lalbert - Kerang tag for the bigger picture?

Should 
 this be moved a bit more centrally, like near the cafe and garage on
Main St? 

 I have seen both these scenarios a few times in the hamlets around
