I have since signed up to the service. Clicking on the link in the email takes me to a page on the website, which is explicitly CC 4.0. I suspect this means it is OK to manually add a note or FIXME requesting resurvey.
I don't think that should cause trouble with the ODBL, because you're not importing the data.
