If you do not split the road, you will have whole roundabout I section TO/FROM.
I would have the 'to' as the exit road, not part of the roundabout.
The 'from' could be a single node of the roundabout.
Some will be coming from the unmarked road to the right...
Some may even be coming the wrong way having entered from a side road that has
only a connection to one side of the road that is a one way section before the
roundabout.

If you have two different destination signs then you have two separate
destination_sign relations.
The reason why do we split it into couple of ways is to properly put direction
where it is possible to see the sign for the first time.
You do not need to split the ways. If you read the wiki page you will find that
the members of the relation can be specified using the *nodes*

relations in "to" - how could you recognize which one is before another? The other thing is that if you put first signpost in
relation with "to" member only (or with "intersection" and "to" members), but without "from" -
destination signpost would be displayed from ANY direction that you are coming from.
Do you have a real world example? If you do I can tag it for you, it's going to
be easier than trying to explain it.
