OSM never really had a good tag for truly shared foot/cycle paths, so it's been long standing practice to use highway=cycleway + foot=designated + bicycle=designated + segregated=no for shared paths. So by adding the foot=designated and segregated=no tags they change highway=cycleway from a bicycle only path to a true shared path.
