I need to follow up discussions with Australian education and research 
communities who have reached out. It looks promising.

OpenStreetMap Operations manage "palulukon" our AWS tile server and it is 
funded by annually renewed AWS credits grant from AWS. It is currently unlikely 
we'd be able to receive additional credits from the AWS team currently 
sponsoring us. With the right contacts at AWS we could likely receive 
additional credits to fund additional resources.

At Equinix (Amsterdam and Dublin) the servers, rack and internet connection are 
all managed directly by the OSM Operations Team.

Equinix has been very generous to OpenStreetMap, watch 
https://blog.openstreetmap.org/ for an announcement in the next month or 2. I 
would not feel comfortable asking them now for additional resource.
