Hi Mark, Yes. It can be annoying. But it's fairly fundamental to the OSM schema that ways belong to relations, and nothing changes in the way for being removed from the relation.
Similarly, removing a node from a way also doesn't update the node. A version update to the way would add complexity, storage, and probably still wouldn't give you what you're looking for. I'm not aware of any tools that implement a search of the history of a relation for a wayid. You can usually get a feel for what has changed by using changes by bounding box and date. But in areas with many changes, and no changes to the underlying way, it's a challenge. Ian.
