Thanks Ian for the explanation. That all seems reasonable. Now that this OSM standard is clear to me I must take care in future with my edit comment when removing (and presumably adding) a Relation from/to a Way to describe the particular Way that has had the Relation removed/added. Hopefully others won't then think in future that the intention was to remove the Relation altogether from OSM by only commenting in the Way edit that the Relation was removed.
