To be honest I'm not thrilled with the cycleway=opposite key either. It's something that goes back many years though, when the British cycle map was started. From the time before : were present in keys. I prefer oneway:bicycle=no myself.
If the license is suitable, would you want me to create a Python script that merges the spreadsheet with the osm-data?
