No, they're usually tagged highway=path The access tags like bicycle=yes and horse=no are also a bit of a minefield for newcomers. Click the right traffic signs to get the tags (it's still unfinished though - just don't look at the highway tags too much yet -- only works on Firefox and possibly Opera): http://mijndev.openstreetmap.nl/~eimai/verkeersborden/ I also don't really recommend using name=Voetweg 22, unless it has street name signs as such (I know there are some like that around that area). If you really want to go hardcore with it, I've been using tags like vicinal_ref=<number> before to map the number of the voetweg/buurtweg.
