The only requierement is to be enthusiastic about OSM. Most people at FOSDEM already know about it and some like to come and tell about their experiences with it or to ask how to use it on a specific platform.
There are some Germans who are interested in participating as well. This means they can bring a poster, which Frederik Ramm may provide. 3 years ago he created a map of Brussels. That would look totally different by now, thanks to the UrbIS import.
