I reported to JOSM that someone reported that a Frenchman
reported that he found many invalid phone numbers in OSM tags.
The comments show that JOSM takes it as seriously as usual
(everybody should use JOSM).
You may want to contact them.

If it fails (sees a difficult/unrecognized number), it
leaves the whole object unchanged.
The reason that particular MapRoulette challenge isn't
fixed already is that:
One: I wanted some other people's input about whether this
is a good idea.
