Perhaps we can get started with the boundaries at GeoBase? I don't think we have another source for them and so no conflicts when importing them. GeoBase also has aerial photography. Depending on the location, it can be better resolution than the landsat and Y! images. So perhaps one of the WMS folks will take a look at that too.
