When we want to try testing an import from GeoBase why not look to doing so within one of the Territories. A quick look at the map shows nothing in these areas and so there is no conflict resolution required and, as a bonus, we get an area completed that is currently unmapped. An additional benefit is that the data for there areas is likely to be fairly small, especially for roads, and we can have communities named within the area.
If we start with the Geopolitical boundaries and then use one, or even all of the Territories for the initial tests for any uploading scripts we can at least be assured that the data is going in correctly. We are not going to be able to test any conflict resolution with current data since there is none, although the scripts could be checking it without finding anything. And that would also solve the problem that the data coming from GeoBase is by province or Territory and so an entire data set can be imported in one instance.
